Purpose
To centralize and optimize Group-wide procurement, ensuring cost efficiency, ethical sourcing, and seamless integration with the 40% internal material supply mandate across BUs.
Key responsibilities
- Strategic Sourcing: Develop and execute Group-wide procurement strategies; negotiate framework agreements for high-volume items (e.g., steel, cement, heavy machinery).
- Vendor Management: Establish a centralized, pre-qualified vendor database; enforce strict SLA monitoring and the 3-competitive-quote rule for all purchases > $5k.
- Internal Synergy: Collaborate with Manufacturing and Construction BUs to guarantee the 40% internal supply target is met efficiently and at transfer-price compliance.
Qualifications
- Bachelor's or Master's in Supply Chain Management, Business, or Engineering
- 10+ years in strategic procurement, preferably in construction, manufacturing, or heavy industry in East Africa
- CIPS or equivalent certification preferred
Performance indicators
- Procurement policy compliance rate ≥ 95%
- Vendor performance scorecards maintained
- Procurement Cost Savings: ≥ 5% YoY against baseline
- Vendor SLA Compliance Rate: ≥ 95%
- Internal Supply Fulfillment Rate: 100% on-time delivery to BUs
