Purpose

To ensure all cross-border trade activities fully leverage EAC Customs Union protocols, optimizing duty-free trade and mitigating customs-related risks.

Key responsibilities

  • Rules of Origin: Verify and certify that manufactured goods and services meet EAC Rules of Origin to secure Certificates of Origin (CoO) for tariff-free movement.
  • Customs Harmonization: Monitor changes in EAC trade policies; advise BUs on compliant classification (HS codes) and valuation.
  • Dispute Resolution: Intervene in cross-border customs delays, seizures, or tariff disputes at key border posts (e.g., Moyale, Busia, Malaba).

Qualifications

  • Bachelor's degree in International Trade, Law, or Supply Chain
  • 5+ years in EAC customs compliance, trade facilitation, or freight forwarding

Performance indicators

  • Certificate of Origin turnaround < 3 days
  • 100% Tariff-free trade compliance rate
  • Duty-Free Utilization Rate: ≥ 95% of eligible shipments
  • Customs Dispute Resolution Time: < 5 business days
  • Zero penalties for trade compliance violations
